House floor plans and a site layout spread on a desk beside a window looking out over an empty plot in Gurugram

Before you dig on a plot in Gurugram, you need to know one thing: which authority sanctions your building plan.

For building plan approval in Gurgaon, first confirm which authority and procedure apply to your plot, then what it will ask for. Building plan approval is one of the key construction approvals for residential plots in Gurugram.

This guide is for owners of residential plots.

Quick answer: First confirm which authority covers your exact plot. HSVP allottees apply on HSVP's OBPAS. Municipal plots use the ULB department's portals; ask which applies. Some residential plots may qualify for the low-risk route; confirm your plot's current classification and applicable procedure with the competent authority.

The building plan approval journey, step by step

  1. Confirm the competent authority and portal for your exact plot.
  2. Appoint an architect and a structural engineer.
  3. Prepare drawings and collect the documents your case needs.
  4. Submit online through the architect, with the applicable fees.
  5. Reply to any objections the authority raises.
  6. Receive the sanction or, if the competent authority confirms that the current self-certification procedure applies, proceed under that procedure.
  7. Build to the plan, with the architect or engineer supervising.
  8. Apply for the occupation certificate when the house is complete.

The answer depends on the exact plot, not just the sector number.

Common routes in Gurugram:

MCG building plan approval process: risk categories and self-certification

Risk classification. Code 5.1 of the Haryana Building Code, 2017, consolidated with amendments up to 25.05.2023 sorts buildings into risk categories, with a low-risk category for plotted residential sites that includes a 15-metre height limit. Separately, the Code 6.3 tables list a maximum permissible height of 16.5 metres (including stilt, S+4) for residential plots, while a note to the same Code says stilts are permitted subject to a maximum building height of 15 metres. These height figures interact, and the risk category is a different question from the maximum height your plot allows. Confirm the current category, height limit and rules for your own plot with the competent authority or your architect.

Self-certification eligibility. Eligibility for self-certification depends on the current rules, so confirm it for your plot. Plan approval is also separate from occupation certificate (OC) eligibility.

Who grants permission. The ULB page lists three routes: the municipality for low-risk non-CLU cases in the old municipal limits; the municipality with the consent of the Government of Haryana for high-risk non-CLU cases in the old limits; and the Directorate of Urban Local Bodies for all CLU cases and all high-risk cases in the extended limits. Ask your architect to confirm the competent authority for your case.

What self-certification means for you

Self-certification is a route under which eligible applicants submit plans and the prescribed certificates to the competent authority. Confirm which professionals must certify your application and which procedure applies to your plot. The consolidated Haryana Building Code on the ULB site describes this route as it stood in 2023. Before you start, confirm eligibility, forms and commencement rules with the competent authority (MCG, ULB or DTCP) or your architect, and confirm the route for your plot on the ULB department portal and the current OBPAS portal.

The authority can check the plans and the construction at any stage. If it finds violations that can't be compounded, the owner has to fix them. Rectification is at the owner's risk and cost.

S+4 approvals on hold (check before planning four floors). A Directorate of Urban Local Bodies letter forwards a Town and Country Planning memo dated 21 July 2026 keeping approvals for stilt-plus-four floors on residential plots on hold until further orders.

So self-certification is only as safe as your drawings. Make sure your architect checks setbacks, coverage, height and parking against the code before you file.

Documents required to build a house in Gurgaon

The ULB checklist lists the documents below. Your architect will confirm what your case needs:

The ULB page's NOC list covers bodies such as B&R or NHAI, fire, the Airports Authority of India and the National Monuments Authority.

HSVP's OBPAS has its own checklist through the allottee login. Use that list if your plot is in an HSVP sector.

Your role, the architect's role and the engineer's role

Code 2.1(2) of the Haryana Building Code sets out each role. The applicant must appoint an architect or engineer to draw up the building plans and structural drawings and to supervise construction. For residential or commercial buildings up to 15 metres (G+3 floors, including stilt), either the architect or the engineer may supervise. Above 15 metres (including stilt), both the architect and the engineer must supervise.

Code 2.1(3) of the consolidated Code requires the applicant, architect and engineer to digitally sign the application, plans, structural drawings, specifications and certificates as required in the relevant forms. If you haven't chosen an architect yet, read our guide on how to hire an architect in Gurugram.

If an application is returned, Code 2.1(4) allows it to be resubmitted within 60 days without a fresh scrutiny fee, up to two times.

Frequently asked questions

Which authority approves my building plan in Gurugram?

It depends on the exact plot. HSVP allottees use HSVP's OBPAS. Municipal plots use the ULB department's portals (ULB OBPAS, or Saral Haryana for some categories). GMDA, licensed colonies, DTCP and HSIIDC cases can follow different rules.

What is self-certification?

Self-certification is a route under which eligible applicants submit plans and the prescribed certificates to the competent authority. The authority can still check the plans and construction. Confirm which professionals must certify your application, and check eligibility, forms and commencement rules with the competent authority or your architect.

Can I start building right after I apply?

Don't assume so. Confirm the commencement rules for your case with the competent authority first. Inspections can still happen at any stage.

What documents do I need?

It depends on your case. The ULB checklist includes the BR forms, plans, ownership papers, a property tax receipt, a site plan and report, and a CLU letter and NOCs where they apply.

What if my application is returned?

The code allows resubmission within 60 days without a fresh scrutiny fee, up to two times.
